Powell County Release Paths
A Powell County release is an end to one custody record, not always an end to all custody. Powell County Detention Center, or PCDC, holds local residents and some people serving Kentucky Department of Corrections sentences. A local resident may leave after bond, a court order, dismissal, time served, or completion of a short sentence. A state resident may transfer to another institution or leave under parole, Mandatory Reentry Supervision, or sentence discharge. A detainer, which is a request by another agency to hold or receive a person, can send someone straight to a new custodian.
That mixed role controls the search. PCDC and the Powell court file form the best pair for a local booking. KOOL, Kentucky Offender Online Lookup, and KDOC Daily Releases apply when state authority is involved. VINE can report a custody change from a participating source, but it is a notification system rather than a permanent certified ledger. BOP and ICE sources belong only to federal or immigration cases.

Powell County Release Types
The label on a record matters. “Bonded out” means the person left custody while the case continued under court terms. It does not mean the charge ended. A dismissal or acquittal resolves a case differently. State release types also carry precise meanings, so the wording from the official source should be preserved.

One date can mark the judge’s order, while a later time marks physical departure. Another delay may occur before VINE or a directory updates. Keep each event tied to its source.
Note: “Left PCDC” is the accurate phrase until an official source confirms the person’s next destination.
Powell County Release Record Fields
A PCDC release record answers when and why the facility gave up physical custody. The court file explains the legal authority. A supervision record shows what followed. No single source is expected to answer all three questions, and PCDC does not publish a verified list of its internal release codes. A focused request should ask for existing fields instead of asking staff to create a new report.

The lack of a field does not prove that an event did not occur. Disclosure can also be limited by expungement, sealing, juvenile confidentiality, privacy, security, or another legal exemption. Ask the records custodian whether the named record exists and can be disclosed.
Request Powell County Release Records
PCDC provides an official contact and records-request form. The form asks for first name, last name, email, and request details. The page calls the request “FOIA,” but Kentucky’s controlling state process is the Kentucky Open Records Act. PCDC publishes no set copying fee, formal retention period, release-desk hours, or guaranteed completion time. State law generally requires a response within five days, excluding weekends and legal holidays, with a reason and earliest availability when more time is needed.
- Identify the person by full name, date of birth if known, and booking number if available.
- Give a narrow range for the booking and release dates. Ask for existing records, not answers to broad questions.
- Request the admission date, release date and time, release authority or type, and receiving agency or transfer destination if public.
- Ask for electronic delivery and a cost estimate. Ordinary copy charges are limited to actual reproduction cost under KRS 61.874.
- If PCDC is not the custodian, ask it to identify the office that holds the record.

KRS 61.872 covers inspection and recognized request channels. KRS 61.880 governs agency responses and denial explanations. The right reaches existing, nonexempt records. It does not require a jail to research a person’s full history or compile a custom release narrative.
Powell Release Orders and Timestamps
Powell County’s circuit clerk is the local gateway for both District and Circuit criminal files. District Court handles misdemeanors, violations, early felony proceedings, and many first bond matters. Circuit Court handles felony prosecution and sentencing. A single person may have records at both levels or in another county.
Start with the Kentucky public case portal, note the case number, then ask the Powell clerk for the full file. Look for bond or recognizance orders, dismissal, acquittal, judgment, sentence, probation, revocation, or shock-probation entries. Those documents can explain the legal basis for a release, but only the jail record confirms the physical exit time. Older records may be stored offsite or destroyed under court retention schedules.

Use the case number from that portal to keep a clerk or PCDC request narrow and tied to the right custody episode.
Note: A court’s order date and PCDC’s physical release time may differ because jail processing occurs after the ruling.
Expunged Powell County Release Records
Expungement can explain why an arrest, court, release, or photo trail that once appeared is no longer public. Kentucky’s automatic process may distribute an order to the local jail. Qualifying dismissals and acquittals on or after July 15, 2020 can be automatically expunged after 30 days, except traffic matters and cases in which the defendant objects. Other eligible cases start with a certification and are filed in the county where the charge began.
The Kentucky expungement process identifies the formal certification and filing route. Its successful capture provides the official source for that process.
A blank result does not prove expungement. It may also reflect a name mismatch, portal error, transfer, or retention rule. Ask the clerk or records custodian whether a public record exists and can lawfully be supplied. Do not try to work around a sealed or expunged record.
Powell County Mixed-Custody Releases
PCDC’s official material describes a mixed local and state population. This is more than a label. A state-sentenced person can be housed in the county building, appear in KOOL with PCDC as the location, and appear on a Parole Board eligibility list. Later, KDOC Daily Releases may name PCDC as the place of release. By contrast, someone held only on a local misdemeanor or pretrial charge may never appear in KOOL.
Current official PCDC material should take priority over old directories with stale facility facts. The elected jailer, not the Powell County sheriff, operates PCDC. Teddy Lacy is the jailer named by the current facility source. Contact PCDC for its booking database rather than assuming the sheriff holds it.
This split also prevents a common error. A name moving from the PCDC directory to KOOL at another site is evidence of a custody movement, not proof that the person entered the community.
Find Powell County Released Inmates
Begin with the last known custodian and a stable identifier. Full name alone can produce the wrong result. Date of birth, booking number, DOC or PID number, jail ID, and case number help separate similar names. Record the time of each check because the court, jail, VINE, and state systems may update at different stages.
- For a recent local case, check PCDC’s official Resident Directory only to see whether the name is still displayed. Search aliases and spelling variants.
- If the name is absent, call PCDC or submit its records form. Ask whether the event was release or transfer and request the timestamp.
- Search VINE by name or jail/DOC ID. Inspect both local and state records when both appear.
- Check KCOJ and the Powell court file for the order, disposition, judgment, or hold that explains the legal basis.
- For a state case, search KOOL, then confirm an actual event in the date-indexed KDOC Daily Releases archive.
- Use BOP, ICE ODLS, or the federal docket only when the facts point to federal or immigration custody.
For a named-person search, this chain is stronger than an unverified recent-release list. Powell County had no distinct official 24-hour or 72-hour county release feed as of the research date.
Powell County Release Roster Limits
PCDC uses the exact label “Resident Directory.” That is a current-custody term. The linked Cadmus Scribe application failed in the research environment, and no released tab, retention window, release fields, or photo policy could be verified. The official PCDC web app sends its directory tile to the same portal. It does not supply a separate release history.
The official Resident Directory source was captured in its actual state. The image is evidence of the interface or error condition, not evidence that any named person was released.

Powell County State Release Lookup
KOOL applies when a person is state-sentenced, supervised by KDOC, or known to have a DOC number. Search by name or identifier, then narrow by offender type, supervision status, location, county of supervision, or conviction information. Compare aliases, demographics, current location, and the DOC/PID number before relying on a profile.

KDOC says KOOL updates daily and warns that data newer than 120 days may not be final. The date-indexed Daily Releases archive is the better proof of an actual state event. Its PDF fields include DOC number, name, Type of Release, Released From, and Highest Felony Class. It is not a feed for all local PCDC bond-outs.
Powell State Release Proof
A June 24, 2025 KDOC Daily Releases sheet records two state actions from Powell County Detention Center. One is Mandatory Reentry Supervision in state, often shortened to MRS. The other is discharge at minimum expiration. The example proves that a county jail can be the physical release point for different state outcomes.
A Parole Board eligibility list can also show someone housed at PCDC. Eligibility is only a forward-looking state. A hearing may be denied, deferred, or followed by later processing. Use the eventual Daily Releases entry, KOOL status, VINE event, or facility record to prove that departure occurred.
This Powell-specific overlap is why the state archive belongs in the search chain but cannot replace county records. If the person had only a local jail episode, absence from Daily Releases is expected. If a matching state row exists, preserve its exact Type of Release instead of reducing every outcome to “released.”
Does “Released From: Powell County Detention Center” mean no supervision remains? No. MRS and parole are supervised forms of release. Minimum-expiration discharge is a different state endpoint, and an unrelated hold may still affect destination.
Powell County Release Transition Contacts
KDOC Region 6 names two specific contacts tied to Powell. Gregory Purvis is the Probation and Parole reentry coordinator covering Powell and nearby counties at 859-274-3067. Courtlyn King is the county-jail reentry coordinator covering Powell and Lee jails at 606-362-6348. These contacts help route transition and resource questions. They are not custody-status lines.
The state’s CJKTOS report also documents identification and records help associated with Powell’s male Substance Abuse Program, including help with a state ID, birth certificate, and Social Security card. Such documents can be important after departure, but program participation does not prove a person’s release or release date.
For supervision status, search KOOL and call District 8 at 859-623-3297. Powell belongs to that 12-county district. The official page lists a Richmond main office and several satellite sites, but it does not assign Powell residents to a named satellite. Call before assuming where a person reports. Other Powell Release Record Systems
VINE receives custody data from participating county jail and prison sources. Search by partial name or jail/DOC ID. When the same person has both local and DOC records, inspect both. A release or out-of-custody alert reports the feeding system’s status, but a transfer may close one record while custody continues elsewhere. Cross-check PCDC, KOOL, Daily Releases, or the court.
Federal and immigration systems are separate. The BOP Inmate Locator can show “Released” or “Not in BOP Custody,” sometimes with a date, for a former federal prisoner. That result does not establish a Powell jail release or rule out another custodian. ICE ODLS includes current detainees and people released from ICE custody during the prior 60 days, but ICE release also does not prove another hold ended. USMS has no public former-prisoner locator comparable to BOP, so federal pretrial release is checked through the federal docket or an applicable USMS records request.
The Kentucky State Police Sex Offender Registry is only for people who must register. It can show a qualifying person’s public registry status, but it is not a list of all former inmates and does not establish a PCDC release date.
Powell Release Sources Compared
Choose a source by the question it can answer. A current roster asks whether a person is displayed in that custody source now. A release record asks when that custodian gave up custody. Court and supervision records answer different parts of the event.
- Still displayed at PCDC: the Resident Directory is the local current-custody starting point, subject to portal limits.
- No longer displayed: request the PCDC release or transfer record and check VINE and the court case.
- State-sentenced or supervised: use KOOL for identity and status, then Daily Releases for a completed state event.
- Legal reason for departure: use KCOJ and the Powell clerk’s case file.
- Federal sentence: use BOP; for recent immigration custody, use ICE ODLS.
What if official timestamps conflict? Note when each source was retrieved. A judge may act first, the jail may process release later, and an alert or directory may update later still. Ask the office that maintains the disputed field to explain or correct its own record.
Powell County Release Facilities
Powell County Detention Center is the identified local jail. No separate municipal lockup, state prison, federal prison, or ICE contract facility was verified inside the county.
